It is intended that the entire area of the Village, including all land and water areas such as lakes, parks, streets, alleys, railroad and other rights-of-way, shall be included in one of the districts established by this title. Any area within the Village that is not clearly shown on the Village zoning map as being included within any district shall be deemed to be in the Estate Residence District (E-1).
