9-17-1: DEFINITIONS:
The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
APPLICANT: A person who applies to the village for the applicable permits to undertake any construction project that is subject to this chapter.
CODE OFFICIAL: The building commissioner of the village.
CONSTRUCTION: All on site work done in building new structures from land clearance to completion, including excavation, erection and the assembly and installation of components and equipment without limitation.
CONSTRUCTION AND DEMOLITION DEBRIS OR C&D DEBRIS: Nonhazardous, uncontaminated materials resulting from the construction, remodeling, repair, and demolition of utilities, structures, and roads, limited to the following: bricks, concrete, and other masonry materials; soil; rock; wood, including nonhazardous painted, stained, treated and coated wood and wood products; wall coverings; plaster; drywall; plumbing fixtures; nonasbestos insulation; roofing shingles and other roof coverings; reclaimed or other asphalt pavement; glass plastics that are not sealed in a manner that conceals waste; electrical wiring and components containing no hazardous substances; and corrugated cardboard, piping or other metals incidental to any of those materials. C&D debris includes landscaping but does not include excavated soil or land clearing debris. C&D debris that is processed for use at a landfill means C&D debris that is processed for use at a municipal solid waste landfill unit as alternative daily cover road building material in accordance with the landfill's waste disposal permit issued by the Illinois environmental protection agency or other applicable state regulatory agency.
DEMOLITION: Shall have the meaning provided in subsection 9-1-18A of this title.
DEPARTMENT: The building department of the village.
DIVERT AND DIVERSION: To manage, sort and process C&D debris into recyclable C&D debris, recovered wood that is processed for use as fuel, and/or C&D debris that is processed for use at a landfill.
INERT DEBRIS: Those materials which are virtually inert, such as rock, brick and concrete.
PERMIT: Any building or demolition permit as validly issued by the village.
PROJECT: Any project, unless otherwise exempt under this chapter for construction, renovation or demolition that meets one or more of the following thresholds:
A.   Construction of new structures of two thousand (2,000) square feet or more of gross floor area.
B.   Renovations of two thousand (2,000) square feet or more of gross floor area.
C.   "Demolition" as defined in subsection 9-1-18A of this title; and
D.   Any residential or commercial construction or renovation project of four (4) or more individual units.
RECOVERED WOOD THAT IS PROCESSED FOR USE AS FUEL: Wood that has been salvaged from C&D debris and processed for use as fuel, as authorized by any applicable state or federal environmental regulatory authority, and supplied only to intermediate processing facilities for sizing, or to combustion facilities for use as fuel, that have obtained all necessary waste management and air permits for handling and combustion of the fuel.
RECYCLABLE C&D DEBRIS: C&D debris that has been rendered reusable and is reused or that would otherwise be disposed of or disposed of or discarded but is collected, separated, or processed and returned to the economic mainstream in the form of raw materials or products. "Recyclable C&D debris" does not include C&D debris processed for use as a fuel or for use at a landfill.
RENOVATION: The improvement alteration, repair, or reconstruction of an existing structure including, without limitation, any addition(s) thereto. (Ord. 2014-7, 4-28-2014)
