7-4-1: PARK DISTRICT PROPERTY, LIQUOR OR DRUGS PROHIBITED 1 :
A.   Definitions:
    ALCOHOLIC LIQUOR: Includes alcohol, spirits, wine and beer, and any other liquid or solid which is defined as an "alcoholic liquor" by the Illinois liquor control act 2 .
   CONTROLLED SUBSTANCE: Any substance so defined under the statutes of the state of Illinois 3 .
B.   Sale Or Possession Prohibited: It shall be unlawful for any person to sell, deliver, consume or possess for consumption any alcoholic liquor or controlled substance in the following facilities or grounds, which are owned, operated or maintained by the Lake Bluff park district:
      Artesian park
      Beachfront Ravine park
      Blair park
      Mawman park
      Sunrise park
C.   Application For Exception: The park district may grant exceptions to the consumption of alcohol in a park above designated, upon application by a resident of the park district, for such reasons as may be in the best interest of the district and the residents thereof. Every resident applying for an exception, whether an individual, group or organization, must satisfy the following requirements:
1.   Applications must be in writing, must specify the date for which an exception is requested, and must be made not less than five (5) days in advance of the specified date.
2.   The applicant must obtain dramshop liability insurance in maximum insurance coverage limits so as to save harmless the park district from all financial loss, damage or harm, and must deposit a certificate of such insurance with the district. (1988 Code § 5-4-1)
D.   Penalty: The penalty for violation of this section shall be a fine not less than twenty five dollars ($25.00) nor more than the maximum provided in section 1-4-1 of this code for any one offense. (1988 Code § 5-4-1; amd. 2009 Code)
