All street and sidewalk pavements shall be constructed and laid in conformity with specifications laid down or approved by ordinance, or in the absence thereof, as directed by the village administrator; provided, however that any construction performed in the public rights of way by utilities shall be specifically governed by the provisions of chapter 3 of this title.
