6-2-1: LICENSE REQUIRED; LIABILITY OF VEHICLE OWNER OR LESSEE:
A.   License Required: It shall be unlawful for any person residing within the village to use or cause or permit any of its agents or employees to use any wagon or motor vehicle upon the streets, avenues or alleys of the village unless such wagon or vehicle be licensed as hereinafter provided. (1970 Code § 26.01)
B.   Owner Or Lessee Liable: The housing, garaging or otherwise keeping of any wagon or motor vehicle in the village, or its usage primarily in the village, shall subject the owner of said vehicle to the provisions of this title. The registration of a wagon or motor vehicle with the state of Illinois with an address in the village shall be prima facie evidence of the usage, keeping, housing or garaging of said wagon or motor vehicle in the village. The provisions of this chapter shall apply to both the owner of a wagon or motor vehicle and the lessee thereof, and its registration to a leasing company or lessor outside of the corporate limits of the village shall not relieve the owner or lessee for responsibility of registration thereof.
C.   Exceptions:
1.   Taxing Agencies. All vehicles owned or operated by entities which levy taxes are exempt from the provisions of this Chapter.
2.   New Residents. Starting on the day they establish residence, a new Village resident has 30 days to obtain a license for any vehicles they own or lease before being in violation of any Section of this Chapter.
3.   Vehicle Purchases. Starting on the day of sale or lease, the purchaser or lessee of a vehicle has 30 days to obtain a license before being in violation of any Section of this Chapter. (Ord. 75-20, 12-9-1975; amd. Ord. 2022-19, 5-23-2022)
