6-1-3: SNOW EMERGENCY; ONE-WAY TRAFFIC:
A.   Authority To Restrict Usage:
1.   Village President: Whenever deemed necessary, due to an accumulation of snow upon any street or roadway within the village, the village president, or in his absence, the president pro tem, shall be empowered to restrict usage thereof to one-way vehicular traffic. (Ord. 79-1, 1-29-1979)
2.   Absence Of Village President: The member of the board of trustees with the greatest seniority on the board of trustees, who is present in the area and able to act, is hereby empowered and authorized to act as the president pro tem for the purposes of this section, during the period of absence of the village president, or during the period of his inability to act. (Res. 79-3, 2-13-1979)
B.   Time Period: Such restrictions shall continue until two-way traffic can be reestablished, but in no event shall it exceed twenty one (21) days unless approved by the board of trustees.
C.   Posting Signs: The village administrator shall, upon direction by the village president or the president pro tem, cause the posting of emergency traffic guidance signs on such streets and roadways as deemed necessary during the period of such declaration of emergency.
D.   Noncompliance A Violation: It shall be a violation of this section for any owner or operator of a vehicle to operate or permit the operation of any such vehicle upon any such street or roadway during such period of emergency, contrary to the posted traffic guidance signs. (Ord. 79-1, 1-29-1979)
