4-1-1: DEFINITIONS:
For the purposes of this chapter, the following terms, phrases, and words shall have the meanings given to them in this section. All terms, phrases and words used in this chapter but not defined in this section shall have the meanings given to them elsewhere in this code.
COMMERCIAL VEHICLE: Any vehicle operated for the transportation of persons or property in furtherance of any commercial or industrial enterprise, for hire or not for hire, that is either:
A.   In excess of eight thousand (8,000) pounds in gross weight (including vehicle and maximum load) ("class I commercial vehicle"); or
B.   Less than eight thousand (8,000) pounds in gross weight (including vehicle and maximum load) and has: 1) property that is stored and/or transported in a manner that is not safe or not completely enclosed within the vehicle; and/or 2) exterior commercial signage ("class II commercial vehicle").
INOPERABLE VEHICLE: Any vehicle that is incapable of being driven or used for the purpose or use for which it was designed.
RECREATIONAL VEHICLE: Any vehicle or boat originally designed for living quarters, recreation or human habitation and not used as a commercial vehicle, specifically including, but without limitation, the following:
   Boats and other watercraft
   Camper trailers
   Motorized homes
   Off the road vehicles
   Racing cars or racing cycles
   Snowmobiles
   Tent trailers
   Travel trailers
   Truck campers
   Vehicle trailers
UNCOMPLETED BUILDING: Any building or structure, or any part thereof, for which:
A.   A lawfully issued building permit has expired and has not been renewed within three (3) months after the date of expiration; and
B.   No certificate of occupancy can lawfully be, or has lawfully been, issued.
UNLICENSED VEHICLE: Any vehicle without a current and valid license plate and a current and valid village vehicle sticker.
UNSAFE BUILDING: Any building or structure, or any part thereof, that:
A.   Falls within the definition of unsafe structure as set forth in the section of the most current adopted edition of the international building code; or
B.   Is or has been vacant or abandoned for a period of thirty (30) days or more and is inadequately guarded from unauthorized entry.
VEHICLE: Any device for carrying passengers, goods, or equipment, specifically including, but without limitation, passenger automobiles, vans, trucks, buses, recreational vehicles, commercial vehicles, and other vehicles used for commercial, business, or governmental purposes.
WEEDS: Poison ivy, jimson, burdock, ragweed (giant), ragweed (common), thistle, cocklebur, blue vervain, common milkweed, wild carrot, wild mustard, rough pigweed, lamb's quarters, wild lettuce, wild hemp, and other like vegetation that, due to pollination, are a menace to health or are otherwise injurious to the public health or welfare.
