Unless otherwise provided, any license which is issued after six (6) months have elapsed for the license period and the license was not due and payable prior thereto, the fee therefor shall be one-half (1/2) of the yearly license fee; and provided further, that no person shall be entitled to the benefit of this section who shall be engaged in the business for which he applies for a license at the time of his application.
