3-1-1: APPLICATIONS FOR LICENSES; QUALIFICATIONS OF LICENSEES:

All applications for licenses shall be made to the office of the village clerk, upon the terms specified in this chapter, and all licenses shall be issued to such persons as shall comply in all respects with the provisions hereof, and who shall be deemed suitable and proper persons to be licensed. (1988 Code § 3-1-1)
