The board of health shall have the powers and perform the duties assigned to it by statute or ordinance and shall act in all cases within its jurisdiction when other health agencies possessing similar power and authority are unable or unwilling to act. The board of health shall have power to make such rules and regulations and to employ such measures as are necessary, including the posting of notices, to promote the health, cleanliness and sanitation of the village, and to prevent, restrict and suppress communicable diseases. For the purpose of carrying out the provisions of this chapter, the members of the board of health and its officers, or any of them, with proper authority, shall be permitted to enter, at any reasonable hour, any premises, store, house, stable, manufactory or other buildings, and the board members, or any of them, shall have the right to arrest or cause to be arrested any persons who violate any of the provisions of this chapter.
