The building commissioner may appoint, by and with the approval of the village administrator and board of trustees, a deputy building commissioner who shall be employed in the absence of the building commissioner to perform all of the duties of the building commissioner, and a building inspector who shall perform the duties hereinafter set forth. In addition thereto, the building commissioner may also appoint, by and with the approval of the village administrator and board of trustees, a deputy building inspector who shall be empowered in the absence of the building inspector to perform all of the duties of the building inspector.
