A. The Village Administrator, or his or her designee, shall be the enforcement authority for the purposes of the provisions of this chapter.
B. The owner of property on which one or more trees is located or on which any regulated activity affecting one or more trees is or will be undertaken which is the subject of any decision of the Village Administrator, or his or her designee, made pursuant to this chapter may appeal that decision in writing to the Village President. Upon receipt of an appeal, the Village President shall schedule and hold an informal hearing on such appeal as soon as practical after having given seven (7) days' written notice to the parties to such appeal. The Village President shall render a decision in writing on such appeal as soon as practical after such hearing. Any party to such appeal may further appeal the decision of the Village President on such appeal to the entire Village Board, which shall as soon thereafter as practical, render a final decision on such appeal based upon the written submissions by each party to the appeal.
