9-5-2: STANDARDS OF DESIGN:
   A.   Streets:
      1.   General:
         a.   Streets provide convenient access to all property within the subdivision.
         b.   The proposed street system of each subdivision shall be extended to or interconnected with existing adjoining streets unless the extension would not be practical, but in lieu of such connection, an emergency access easement or right-of-way may be provided if approved by the Village Engineer, the applicable fire protection district, and the Board of Trustees.
         c.   Where, in the opinion of the Plan Commission, it is desirable to provide for street access to adjoining property, the proposed streets shall be extended to the boundary of such property. (Ord. 2007-O-20, 10-2-2007)
      2.   Right Of Way Widths:
         a.   The minimum right of way width of a street (both public and private) or thoroughfare, measured between the lines of property abutting upon the right of way, shall be not less than the following:
            (1)   Business/commercial and industrial: Eighty feet (80').
            (2)   Residential streets: Sixty six feet (66').
            (3)   Cul-de-sacs shall have a minimum length of three hundred feet (300') from the center of the intersecting street to the center of a circular terminus. The circular terminus shall have a minimum right of way diameter of one hundred twenty feet (120') and a minimum pavement diameter of ninety feet (90'). The connecting length from the circular terminus to the intersecting street shall have a right of way width of sixty six feet (66'). Cul-de-sacs shall be considered as and shall be classified as residential streets in all other respects for the purposes of these regulations.
         b.   In the case of the extension of an existing adjoining right of way having a width less than the minimum requirement, the plan commission may approve the extension of the same width.
         c.   The entire right of way shall be provided where any part of the subdivision is on both sides of the right of way.
         d.   When the subdivision is located on only one side of an existing right of way, which is less than the required width, the subdivider shall provide additional right of way to meet the requirement.
      3.   Curves: Curves in streets shall be permitted; provided, no horizontal curve shall be less than three hundred feet (300') for residential streets and at least three hundred fifty feet (350') for major and collector streets.
      4.   Street Names: Proposed streets which are obviously in alignment or continuation of existing streets already named shall bear the name of such existing streets. In no case shall the name for proposed streets duplicate existing street names within the area covered by any Barrington zip code, irrespective of the use of the suffix street, avenue, road, boulevard, drive, place, court, lane or an abbreviation.
   B.   Alleys: Alleys may be required at the rear of all lots or tracts intended for business, commercial or industrial use, but shall not be provided in residential blocks except where the subdivider produces evidence satisfactory to the plan commission of the need for alleys. If approved, alleys shall meet street construction standards. Where no alleys are provided, there shall be dedicated easements adequate in width for emergency vehicle access.
   C.   Easements: Where no alleys are provided, there shall be dedicated easements adequate in width for poles, wires, conduits, storm and sanitary sewer, gas, water or other utility pipes or lines, along the rear of each lot and along the side lot lines where necessary to satisfy all applicable requirements of the private or public utility serving the area. The easement shall be so laid out that a proper continuity may be had for such utilities from lot to lot and from block to block. No buildings shall be constructed upon the easements.
   D.   Blocks: Blocks shall be wide enough to allow two (2) tiers of lots, except where fronting on major streets or prevented by topographical conditions or size of the property, in which case the plan commission may approve a single tier of lots.
   E.   Lots:
      1.   Insofar as practical, side lot lines shall be at right angles to straight street lines or radial to curved street lines.
      2.   The area of lots shall be not less than that required by title 8 of this code or not less than that required by the county zoning ordinance applicable to the land being subdivided; provided, a greater area may be required for such lots if, in the opinion of the village or the Lake County health department, there are factors of drainage, soil condition, water supply or other conditions which may affect public health and safety. The plan commission shall require that data from percolation and other tests be submitted as a basis for passing upon proposed subdivisions dependent upon septic tanks as a means of sewerage disposal.
      3.   The size of lots or tracts laid out and intended for business use shall be adequate to provide for off street service and parking facilities required by the type of use and development contemplated.
      4.   The size and width of lots located in the village shall in no case be less than the minimum requirements of title 8 of this code, as amended from time to time, provided, however, the following standards shall apply to all lots subject to these regulations:
         a.   All lots containing an area less than eighty thousand (80,000) square feet shall have a minimum width of one hundred thirty feet (130') as measured at a distance of thirty feet (30') back from the front property line of the lot which abuts or is immediately adjacent to any right of way dedicated or to be dedicated for public use;
         b.   All lots containing an area of eighty thousand (80,000) square feet or more, but less than two hundred thousand (200,000) square feet, shall have a minimum width of one hundred ninety feet (190') as measured at a distance of thirty feet (30') back from the front property line of the lot which abuts or is immediately adjacent to any right of way dedicated or to be dedicated for public use;
         c.   All lots containing an area of two hundred thousand (200,000) square feet or more shall have a minimum width of three hundred feet (300') as measured at a distance of thirty feet (30') back from the front property line of the lot which abuts or is immediately adjacent to any right of way dedicated or to be dedicated for public use;
         d.   Each lot shall front upon (i.e., be immediately adjacent or contiguous to) a right of way dedicated or to be dedicated for public use;
         e.   Each lot shall have a minimum frontage or minimum width where it abuts or is immediately adjacent to any right of way dedicated or to be dedicated for public use of one-third (1/3) of the minimum lot width as specified in subsections E4a, E4b and E4c of this section, as applicable to the given case;
         f.   Flag lots shall be prohibited.
      5.   Every lot shall contain a suitable building site that shall contain a minimum area of thirty three thousand (33,000) square feet, excluding: areas where slopes are in excess of fifteen percent (15%), floodplains, land incapable of meeting percolation requirements, historic or prehistoric burial sites, land formerly used for landfill operations or hazardous industrial use, fault areas, stream corridors, estuaries, wetlands, marshes, bogs, fens, lakes, ponds, and other bodies of water.
   F.   Building Setback Lines: The minimum building setback from any street on land located in the village shall be as established by title 8 of this code. All building setback lines shall be parallel with the applicable lot lines.
   G.   Natural Features: In all subdivisions, due regard shall be given to the preservation of natural features such as large trees, watercourses, historical sites and similar other community assets. The subdivider shall fully comply with the requirements of title 11, chapter 1 of this code.
      1.   All disturbed areas within the subdivision shall be restored by placing a minimum of three inches (3") of topsoil and seeding. Consideration shall be given to restoring some areas with natural growths of wildflowers, ground cover or similar material.
      2.   Existing trees shall be preserved and/or replaced in accordance with title 11, chapter 1 of this code. The trees required under subsection 9-5-3E of this chapter shall not be counted as replacement trees for the purpose of title 11, chapter 1 of this code.
      3.   All slopes greater than three to one (3:1) shall be restored by means of sod or suitable ground cover.
   H.   Lake County Watershed Development Ordinance: There is hereby adopted by reference, and thereby made a part of these Subdivision Regulations, the Lake County Watershed Development Ordinance, as amended from time to time and as adopted in Section 10-1-1, "Stormwater Management Regulations; Lake County Watershed Development Ordinance Adopted", of the Lake Barrington Village Code.
