9-4-5: FINAL PLAT SUBMISSION:
   A.   Submission Required: After the Plan Commission has approved the preliminary plat, the subdivider shall, within one calendar year, submit to the plan commission a final plat of the subdivision in final form for recording, which shall be in strict accordance with the form for recording and the preliminary plat as approved by the plan commission, together with twenty (20) prints or copies. If desired by the subdivider, the final plat may constitute only that portion of the approved preliminary plat which the subdivider proposes to record and develop at the time; provided, that such portion conforms to the preliminary plat.
   B.   Final Plat Specifications: The final plat shall be drawn on tracing cloth, Mylar or equivalent material to a scale of not less than one hundred feet to one inch (100' = 1"). It shall show the following:
      1.   The name or names of the owners of the property.
      2.   The name of the registered land surveyor who prepared the plat and the date.
      3.   The legal description of the property subdivided.
      4.   Boundary of the plat, based on accurate traverse, with angular and linear dimensions.
      5.   Location of all permanent monuments.
      6.   All other measurements, dimensions, data and certificates required by 765 Illinois Compiled Statutes 205/1.
      7.   If a subdivision is not located within the corporate limits of the village and there is a tract or tracts dedicated for a public use, the certificate of dedication shall provide that the future official act of annexation to the village shall constitute a transfer of the title to such tract or tracts to the village for such public use.
   C.   Supporting Documents: Twenty (20) copies of the following supporting documents and data shall be submitted to the plan commission with the final plat: (Ord. 89-O-06, 2-7-1989)
      1.   Final Street Grading Plan And Profiles: The final street grading plan shall show the existing centerline elevations of all streets and alleys in the subdivision and the centerline elevations of pavements to be constructed. Elevations shall be referred to some permanent bench mark. Profiles shall be drawn to a horizontal scale of twenty feet to one inch (20' = 1") and vertical scale of five feet to one inch (5' = 1").
      2.   Final Lot Grading Plan And Profiles: The final lot grading plan shall show the top of foundation elevation, garage floor elevation, low opening elevations, all corners of the lot, drainage elements and spot elevations to show the surface drainage system. (Ord. 2007-O-20, 10-2-2007)
      3.   Statement By Subdivider: A detailed statement by the subdivider setting forth the nature, kind, character and extent of all the improvements that will be constructed in the subdivision together with complete plans, profiles and specifications clearly described along with a binding agreement by the subdivider to construct the same at the subdivider's own expense within the time limit fixed by the plan commission.
      4.   Statement By Competent Engineer: A statement by a competent engineer giving an estimate of the total cost of the construction or installation of all improvements, including the cost of engineering and inspection.
      5.   Certificate Of Village Engineer: A certificate by the village engineer or other competent person appointed by the board of trustees certifying that the improvements described in the subdivider's statement and as shown by the plans, profiles and specifications meet the minimum requirements of the village and that the estimate of cost of construction and installation in the opinion of the village engineer is substantially correct.
      6.   Performance And Maintenance Guarantee: A performance guarantee and a maintenance guarantee in accordance with the provisions of these subdivision regulations to assure the satisfactory installation and completion of all improvements and their repair within the time limits established in accordance with the provisions and requirements by these subdivision regulations. The board of trustees shall not approve any application for the final plat until both the performance and maintenance guarantee provisions have been complied with. (Ord. 89-O-06, 2-7-1989)
