All plans, specifications, details, contracts, insurance and the amount of performance guarantees for public improvements required or installed under the subdivision regulations, including street paving, water distribution systems, sewer systems, curbs, sidewalks, street name signs and the like shall be approved, in writing, by the village engineer before starting construction.
