9-3-1: ADMINISTRATIVE RESPONSIBILITIES:
The administrative responsibilities for the subdivision regulations rest with the enforcing officer, village clerk, plan commission, village engineer and board of trustees.
   A.   Enforcing Officer: The board of trustees of the village shall appoint an enforcing officer to enforce the provisions of the subdivision regulations. The enforcing officer may call upon any department or official of the village to furnish such information and assistance as deemed necessary and it shall be the duty of such department or official to furnish such information and assistance.
   B.   Village Clerk: The village clerk shall:
      1.   Maintain permanent, current records of the subdivision regulations, including amendments.
      2.   Receive, file and distribute all sketch plans, subdivision applications, preliminary and final plats and supporting data.
      3.   Receive, file and record final plats with the proper county or authority.
      4.   Maintain on file a current subdivision fee schedule.
      5.   Make all other determinations required by these regulations.
   C.   Plan Commission: The plan commission shall:
      1.   Review all preliminary subdivision plats and recommend approval, disapproval or suggested modifications to the board of trustees;
      2.   Review and recommend approval or disapproval of all final plats and specifications for improvements;
      3.   Recommend the granting or denial of requests for variations;
      4.   Initiate and hold public hearings to recommend to the board of trustees any amendments to these subdivision regulations that the plan commission deems necessary or advisable; and
      5.   Make all other determinations required by these regulations. (Ord. 89-O-06, 2-7-1989)
   D.   Village Engineer: The village engineer is vested with the duty and responsibility of reviewing all engineering plans and specifications concerning required public improvements for compliance with this code and submitting recommendations to the plan commission and board of trustees. The village engineer shall also make all other determinations required by these regulations. (Ord. 2007-O-20, 10-2-2007)
   E.   Board Of Trustees: The board of trustees shall:
      1.   Approve or disapprove all preliminary subdivision plats referred to it by the plan commission;
      2.   Approve or disapprove all final plats referred to it by the plan commission;
      3.   Amend these subdivision regulations when found necessary and desirable;
      4.   Institute proceedings to enforce the provisions of the subdivision regulations;
      5.   Approve or disapprove intended dedications and, by ordinance, declare public reservations of land;
      6.   Order the vacation of a street, alley or other public place and determine compensation;
      7.   Act upon variation recommendations referred to it by the plan commission; and
      8.   Make all other determinations required of the board of trustees by the regulations. (Ord. 89-O-06, 2-7-1989)
