The Lake Barrington affordable housing plan in its updated and amended 2015 form (the "2015 Lake Barrington affordable housing plan"), copies of which are on file with the village clerk, and sometimes referred to in this chapter as "said plan", and which is hereby incorporated herein by reference as if fully set forth verbatim, is hereby adopted and approved, and any prior Lake Barrington affordable housing plan is hereby superseded, and this chapter and said plan, in combination with the village's zoning ordinance and the provisions of this code covering subdivision of land, shall constitute an exercise of the home rule authority of the village of Lake Barrington on the subject matter hereof to the maximum extent permitted under the constitution and laws of the state of Illinois, and shall totally preempt and displace each and all of the provisions of the affordable housing, planning and appeal act, public act 93-595, effective January 1, 2004, as amended by public act 93-678, and as now or hereafter amended (collectively, the "act"), aforesaid, and as now or hereafter amended. Without limiting the generality of the foregoing, pursuant to this home rule ordinance, no land use decision of the village of Lake Barrington shall be subject to appeal to a state housing appeals board described in the act, as now or hereafter amended.
