7-3-6: ONE- AND TWO-FAMILY DWELLING CODE ADOPTED:
   A.   Regulations Adopted: That certain printed document entitled the international residential code for one- and two-family dwellings, 2018 edition (sometimes referred to in this title as the "IRC"), as published by the International Code Council, 4051 West Flossmoor Road, Country Club Hills, IL 60477, a copy of which code was on file in the office of the village clerk for inspection and/or copying by the public for at least thirty (30) days prior to adoption thereof, be and is hereby adopted by reference and made a part of this title as additional rules and regulations governing the fabrication, erection, construction, enlargement, alteration and repair of one- and two-family dwellings, their appurtenances and accessory structures, in the village; and it shall be unlawful for any person to fabricate, erect, construct, enlarge, alter or repair or cause to be fabricated, erected, constructed, enlarged, altered or repaired any such one- or two-family dwellings, and their appurtenances and accessory structures, in the village in violation of or without complying with those rules and regulations. In the event of any conflict between said one- and two-family dwelling code hereby adopted and any other regulation or other code adopted in this title or elsewhere in this code, the more restrictive provisions shall govern.
   B.   Amendments, Deletions, Additions: The following amendments, deletions and modifications are hereby made to said code:
   Section R105.2 - Work exempt from permit. Subparagraphs or items 1, 2, 4, 5, 9 and 10 of Section R105.2 are hereby deleted from the "Building" part of this Section.
   The following additions should be inserted into Table R301.2(1), as climatic and geographic design criteria as shown below:

   The last sentence in Section R302.5.1 shall be deleted and the following shall be added to Section R302.5.1 as the last sentence thereof:
      Notwithstanding anything contained in this Code to the contrary, a 13/4" solid wood door ("B" labeled fire resistant door) or an equivalent fire resistant door with a self-closing or automatic-closing device shall be provided between any residence and garage.
   The provisions of Section R302.6 and Table 302.6 in their entirety is hereby deleted and the following in lieu thereof as Section R302.6:
      Separation Required. Notwithstanding anything contained in this Code to the contrary, the garage shall be completely separated from the residence and its attic area by means of a 5/8" type "x" fire rated gypsum board or its equivalent applied to the garage side.
      A new Section R302.15, "Furnace Separation", is hereby added, which new Section shall read as follows:
   R302.15 Furnace Separation: All furnace(s) shall be separated from the rest of the structure by 5/8th inch drywall.
      The following is hereby added to Section R303.1:
      Basement Windows: Notwithstanding anything contained in this Code to the contrary, all basements shall provide windows for natural light and ventilation which windows shall be of an area which is not less than 1% of the floor area of the basement and an escape window meeting the egress requirements of this Code must be installed in every basement, at a location as remote as practical from the stairs and other primary egress.
   Section R305.1.1 is hereby deleted and the following is hereby added in lieu thereof:
      Notwithstanding anything contained in this Code to the contrary, the average ceiling height in a basement shall not be less than 7'6" to the joists.
   The following paragraph is hereby added to R311.1:
      Notwithstanding anything contained in this Code to the contrary, each basement must provide a direct access to the exterior at grade level through a door or window at least 24" wide and 30" high.
   The following sentence is hereby added to Section R402.1:
      Notwithstanding anything contained in this Code to the contrary, wood foundations or footings are not permitted.
   The following sentence is hereby added to Section R403.1:
      Notwithstanding anything contained in this Code to the contrary, footings at 10" concrete walls shall be 20" wide and 10" high, and footings at 12" concrete walls shall be 24" wide and 12" high.
   The following language is hereby added to Section R404.10:
      Notwithstanding anything contained in this Code to the contrary, all foundation walls shall be poured in place concrete. All foundation walls shall be 10" thickness minimum. All foundation walls shall be reinforced with 2 #4 reinforcing bars at the top and bottom of wall. 2 #4 bars shall be provided above and below openings in walls and such bars shall extend 2' beyond openings. Foundation walls or wing walls shall be provided under entrance stoop, platforms or steps.
   The following is hereby added to Section R502.7.1:
      R502.7.1 Notwithstanding anything contained in this Code to the contrary:
         a.   Floor joists shall have "x" type or solid bridging at 8'0" on center maximum.
   The following is hereby added to Section R602.3:
      Notwithstanding anything contained in this Code to the contrary, wood stud walls shall have double top plates, interlock interior partition top plates to be exterior, all intersecting partitions and walls shall be interlocked and splices in top plates shall be offset a minimum of 4' from splices in plate below.
   The following is hereby added to Section R602.3.4:
      Notwithstanding anything contained in this Code to the contrary, sill plate on foundation wall shall be shimmed with decay resistant and/or pressure treated material, set plate on sill seal type insulation and grout tight.
   The following sentence is hereby added to Section R602.4:
      Notwithstanding anything contained in this Code to the contrary, interior nonbearing partitions shall be constructed of 2" x 4" studs 16" on center.
   The following is hereby added to section R702.3.1:
      Notwithstanding anything contained in this Code to the contrary, gypsum board shall be ½" minimum thickness on 16" center framing spacing and 5/8" minimum thickness at 24" on center framing spacing. All interior walls of any attached garage shall be finished in 5/8" gypsum board or the equivalent.
   The following is hereby added to Section R703.2:
      Notwithstanding anything contained in this Code to the contrary, a weather-resistant barrier as specified in this Section shall be applied under all sidings and masonry.
      The following is hereby added to Section R802.5:
      Notwithstanding anything contained in this Code to the contrary:
         a.   Ceiling joists shall have solid bridging at 8'0" on center maximum.
      The following is hereby added to Section R803 as Subsection R803.3:
   R803.3 Notwithstanding anything contained in this Code to the contrary:
      a.   Roof plywood shall be ½" minimum thickness, at framing members spaced 16" on center. A metal support clip shall be placed at midspan of plywood along the longitudinal edges. Roof plywood shall be 5/8" minimum thickness on framing members spaced 24" on center. Plywood less than 8" in width shall have blocks or clips at midspan.
      b.   Ceiling joists shall have solid bridging at 8'0" on center maximum.
      c.   Particleboard roof sheathing shall be ½" minimum thickness on 16" centers.
   The following sentence is hereby added to Section R807.1:
      Notwithstanding anything contained in this Code to the contrary, attic access panels shall be located in hallways, walk-in type closets or in rooms for accessibility.
   The following Chapters are hereby deleted in their entirety:
      Chapters 11, 25, 26, 27, 28, 29, 30, 31, 32, 34, 35, 36, 37, 38, 39, 40, 41, 43.
      Chapter 44 - Referenced Standards
      Chapter 44, "Referenced Standards", is hereby amended as follows:
      All references to the "International Plumbing Code" are hereby deleted from Chapter 44, and in lieu thereof, in each such case, a reference to the "Illinois Plumbing Code" is hereby added.
      All references to the "International Private Sewage Disposal Code" are hereby deleted from Chapter 44.
      All references to the "International Wildland-Urban Interface Code" are hereby deleted from chapter 44.
      The following Appendices are hereby adopted A, B, C, F, G, H, K.
