A. Regulations Adopted: That certain printed document, being marked and designated as the ICC International Building Code, 2018 edition, as published by the International Code Council, Inc. (sometimes referred to in this title as the "IBC"), a copy of which code was on file and available for public inspection and/or copying by the public in the office of the village clerk for at least thirty (30) days prior to adoption hereof, be and is hereby adopted by reference and made a part of this title as the rules and regulations governing the fabrication, erection, construction, enlargement, alteration and repair of buildings and other structures in the village; and it shall be unlawful for any person to fabricate, erect, construct, enlarge, alter, repair or cause to be fabricated, erected, constructed, enlarged, altered or repaired any building or structure in the village, in violation of or without complying with those rules and regulations, and each and all of the regulations, provisions, penalties, conditions and terms of said code, are hereby referred to, adopted and made a part hereof as if fully set out in this code, with the additions, insertions, deletions and changes, if any, as set forth below.
B. Amendments, Deletions, Additions, Modifications: The following amendments, deletions, additions and modifications are hereby made to the ICC International Building Code, 2018, as adopted in subsection A of this section. The following sections are hereby amended as follows:
Section 101.1 - Insert: "the Village of Lake Barrington" as the name of jurisdiction.
Section 105.2 - Work Exempt from Permit: Subparagraphs 1, 2, 4, 6, and 9 are hereby deleted from the "Building" part of this Section.
Section 113.1 is hereby deleted and replaced as follows:
113.1 General. The owner of a building or structure or any other person may appeal to the board of trustees from a decision of the building official applying or interpreting the provisions of this code covering the manner of construction or materials to be used in the erection, alteration or repair of a building or structure. Applications for appeal may be made when it is claimed that the true intent of this code or the rules legally adopted thereunder have been incorrectly interpreted or applied.
Sections 113.2 and 113.3 are hereby deleted.
Section 114.4 - Violation penalties, is hereby amended to read as follows:
114.4 Violation penalties. Any person who violates a provision of this code or fails to comply with any of the requirements thereof or who erects, constructs, alters or repairs a building or structure in violation of the approved construction documents or directive of the Building Official, or of a permit or certificate issued under the provisions of this code, shall be subject to penalties as provided from time to time in Section 1-4-1 of the Village Code, and each day that a violation has existed or continues to exist shall constitute a separate offense.
Section 115.3 - Unlawful continuance, is hereby amended to read as follows:
115.3 Unlawful continuance. Any person who shall continue any work after having been served with a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be subject to the mandatory daily penalties as provided from time to time in Section 1-4-1 of the Village Code, and each day that a violation has existed or continues to exist shall constitute a separate offense.
The definitions of "Occupancy" and "Occupied" are hereby added to Section 202, Definitions, are defined as follows:
Occupancy: The purpose for which a building, or part thereof, is used or intended to be used. The term "occupancy" shall include but shall not be limited to the placement of personal property ordinarily utilized for such purpose.
Occupied: As applied to a building, shall be construed as though followed by the words "or intended, arranged or designed to be occupied". The term "occupied" shall include but shall not be limited to the placement of any personal property ordinarily utilized for the purpose for which a building, or part thereof, is used or intended to be used.
Section 903.2 shall be amended to read as follows:
903.2 Where Required: Automatic sprinkler systems shall be installed and maintained in full operating condition as specified in this code, and in the following locations:
1. In new construction for all buildings and structures, except in public garages, open parking structures and outside building canopies not separated from the main structure by a minimum 2-hour fire resistance rated assembly, as specified in the applicable sections 903.3.1.1, 903.3.1.2 or 903.3.1.3; and
Exception: Detached structures, which comply with all of the following, do not require automatic fire sprinklers:
a. Less than five hundred (500) square feet in area.
b. Single story.
c. Not used as a dwelling or for sleeping.
d. Not a high hazard group.
e. Not used for high hazard products or hazardous materials.
f. The structure has no basement(s).
g. The structure has a minimum separation to other buildings of twenty (20) feet.
2. In new additions to all existing buildings and structures, as specified in the applicable sections 903.3.1.1, 903.3.1.2 or 903.3.1.3; and
3. Throughout all existing buildings and structures to which a new addition is attached, when the existing building or structure is not separated from the addition by minimum 3-hour fire resistance rated walls, or where there is more than one minimum 3-hour fire resistance rated side-hinged single door assembly with automatic closure between the addition and the original structure, as specified in the applicable sections 903.3.1.1, 903.3.1.2 or 903.3.1.3; and
4. Throughout all existing buildings and structures less than 5,000 square feet in gross floor area (minus the thickness of exterior walls) and not otherwise subject to the automatic sprinkler system requirements of this code, in which one of the following has occurred:
a. Remodeling, reconstruction or alteration (as defined herein) of 50% or more of the gross floor area of the building or structure (minus the thickness of exterior walls) over a three year period; or
b. A change of any portion of the building or structure to an occupancy type having a higher fire rating as determined by table 903.1.2; as specified in section 903.1.2;
5. In all existing buildings or structures greater than 5,000 square feet in gross floor area (minus the thickness of exterior walls) and not otherwise subject to the automatic sprinkler system requirements of this code, in which one of the following has occurred:
a. Remodeling, reconstruction or alteration (as defined herein) of 50% or more, or 5,000 square feet or more, of the gross floor area of the building or structure (minus the thickness of exterior walls) over a three year period; or
b. A change of any portion of the building or structure to an occupancy type having a higher fire rating as determined by table 903.1.2, as specified in the applicable sections 903.3.1.1, 903.3.1.2 or 903.3.1.3 provided, however, that the automatic sprinkler system shall be permitted to be installed in not more than two phases, with the first phase to be completed with and fully serve the area being altered or undergoing the change of occupancy type, and the second phase to be completed with the alteration of, or change of occupancy type to, any other portion of the building or structure. In addition, the area included in the second phase must be provided with approved fire detection at the time of first phase sprinkler installation.
6. In all instances in which the system would be required by the ICC international building code or these, the system shall be constructed of such a design and components to meet the specific criteria set forth in the international building code 2018 edition.
7. Exceptions: Automatic sprinkler systems shall not be required in any of the following:
a. Private garages designed to house four or less vehicles.
b. Electrical equipment rooms where the voltage exceeds 250 volts. Sprinklers shall be permitted to be omitted provided that all of the following are completed:
(i) An alternate approved suppression system is installed; and
(ii) The rooms are provided with an approved fire detection system in accordance with appropriate section of NFPA 72 listed in chapter 35; and
(iii) 2-hour fire resistance rated walls, floors and ceilings are installed; and
(iv) Door openings are protected with minimum 11/2-hour fire rated door assemblies; and
(v) A minimum 20 BC fire extinguisher is provided immediately outside the entrance to the electrical room.
8. Use group U, as identified in table 903.1.2, "Fire Grading Of Occupancy Types", when approved by the building official and the fire official.
9. In telecommunication equipment buildings, an automatic fire suppression system shall not be required in those spaces or areas occupied exclusively for telecommunication equipment, associated electrical power distribution equipment, batteries and standby engines, provided that those spaces or areas are equipped throughout with an automatic fire detection system in accordance with section 907.0 and are separated from the remainder of the building with fire separation assemblies consisting of 1-hour fire resistance rated walls and 2-hour fire resistance rated floor/ceiling assemblies.
10. Existing buildings or structures smaller than 1,000 square feet in aggregate gross floor area (excluding the thickness of exterior walls), provided they are separated from all other structures on all sides by a distance of not less than 10 feet.
11. For the purposes of this section, the following definitions and meanings shall apply:
Alteration: Alteration shall include, but not be limited to, alteration of floors, walls, partitions, ceilings, electrical, plumbing or mechanical systems. Alterations to decorative coverings of floors, walls, partitions and ceilings shall not be included, nor shall the alteration or replacement of electrical or plumbing fixtures and trims be included, so long as the underlying piping, electrical raceways, etc., are not altered. Exterior facade alterations shall not be included, unless egress capacity is reduced.
Area Of Alteration: For the purposes of determining the area affected by alteration, the building official shall include rooms and areas reduced or enlarged by such work, rooms and areas whose electrical, plumbing or mechanical systems or infrastructure are altered, and rooms and areas whose egress capacity or travel distance is adversely affected.
Floor Area: For the purposes of determining the area of a building prior to any proposed alterations, reconstruction or remodeling, the aggregate area of all stories shall be included.
Gross Floor Area: The floor area within the perimeter of the outside walls of the building under consideration, without deduction for hallways, stairs, closets, thickness of partitions, columns or other features.
Model Code: The ICC international building code 2018, without amendment or alteration.
Reconstruction: See Alteration.
Remodeling: See Alteration.

903.3.8 Limited Area Sprinkler Systems
Section 903.3.8 is hereby amended to read as follows:
903.3.8 Where Permitted: No limited area sprinkler systems shall be approved for use in the village of Lake Barrington, except as permitted for incidental areas in section 509.
The following sections are hereby added to section 903:
903.6 Sprinkler Alarms: Approved audio-visual alarm devices shall be connected to every water sprinkler system. Such alarm devices shall be activated by water flow and shall be located in an approved location on the exterior of the building and an additional audio-visual alarm device shall be installed within the building.
903.7 Signs: Where sprinkler control valves are located in a separate room or building, a sign shall be provided on the entrance door. The lettering for such sign shall conform to section 901.6, shall be at least 4 inches (102 mm) in height and shall read "Sprinkler Control Valves".
The following sections are hereby added to section 905:
905.12 Water Supply: A water supply for fire department equipment shall be available to the building site. The water supply shall be capable of a minimum flow as required by NFPA 14 for a duration of 30 minutes.
905.13 Automatic Water Supply: An automatic water supply is required for all standpipe systems per NFPA 14.
Exceptions:
1. In buildings equipped throughout with an automatic sprinkler system installed in accordance with section 906.2.1 where the highest floor is located not more than 150 feet (45 720 mm) above the lowest level of fire department vehicle access, the automatic water supply is not required to exceed the requirements of NFPA 13 listed in chapter 35.
2. Dry standpipe systems installed in open parking structures.
905.14 Signs: Where control valves are located in a separate room or building, a sign shall be provided on the entrance door. The lettering of such sign shall conform to section 901.6 and shall be at least 4 inches (102 mm) in height and shall read "Standpipe Control Valves".
Section 907.1: The following sentence shall be added to the existing language of Section 907.1:
Fire protective signaling systems shall be of an approved type and shall be installed in accordance with the provisions of this code and NFPA 72 listed in chapter 35.
A new section 907.1.4 is hereby added, which new section shall read as follows:
907.1.4 Where Required: Fire alarm and detection systems shall be installed and maintained in full operating condition, as specified in this code, in all buildings, structures, public garages, and open parking structures.
Exceptions:
1. Private garages with four or less vehicles.
2. Use group U when approved by the building official and the fire official.
Section 912 is hereby amended by the addition of the following new sections:
912.7 Connections: Fire department connections shall be arranged in such a manner that the attachment to any one water sprinkler connection will serve all sprinklers, and the attachment to any one standpipe connection will serve all standpipes within the building.
912.8 Height: Fire department connections shall not be less than 18 inches (457 mm) and not more than 42 inches (1067 mm) in elevation, measured from the ground level to the centerline of the inlets.
912.9 Projection: Where the fire department connection will otherwise project beyond the property line or in the public way, a flush-type fire department connection shall be provided.
A new section 919, "Yard Hydrants", is hereby added, which new section shall read as follows:

919.1 Fire Hydrants: Fire hydrants installed on private property shall be located and installed as directed by the fire department. Hydrants shall conform to the standards of the administrative authority of the jurisdiction and the fire department. Hydrants shall not be installed on a water main less than 6 inches in diameter.
A new section 920, "Fire Hydrant Spacing", is hereby added, which new section shall read as follows:
Section 920 Fire Hydrant Spacing
920.1 General: Maximum fire hydrant spacing shall not exceed 300 feet when, as a result of the configuration of lots, distances between buildings and lot lines or public utility easements, accessibility to buildings or fire suppression requirements require the same. The fire official shall require additional hydrants and appropriate water supply mains as are deemed necessary.
A new section 921, "Water Supply", is hereby added, which new section shall read as follows:

921.1 General: Water supply systems shall be made available and accessible from the time construction begins.
Chapter 11 - Accessibility
A new Section 1102.2 is hereby added to Chapter 11, which new section shall read as follows:
1102.2 Codes And Standard Conflict(s). Whenever there is a conflict between this code and the Illinois accessibility code, the more restrictive of the two shall apply.
Chapter 16 - Structure Design
Chapter 16, "Structure Design", is hereby amended as follows:
Section 1612.3 - Insert "Village of Lake Barrington".
Section 1612.3 - Insert "September 3, 1997".
Chapter 35 - Referenced Standards
Chapter 35, "Referenced Standards", is hereby amended as follows:
All references to the "international plumbing code" are hereby deleted from chapter 35, and in lieu thereof, the "Illinois plumbing code" shall be inserted for each such reference except those in Chapter 15.
All references to the "international private sewage disposal code" are hereby deleted from chapter 35.
All references to the "international wildland-urban interface code" are hereby deleted from chapter 35.
