It is hereby declared to be unlawful and a public nuisance to cause, permit or suffer any building or construction or site work operations (including, but not limited to, excavation, filling, grading, vegetation clearance or tree removal) at any time on any Sunday or at any time on any legal holiday and also before the hour of seven o'clock (7:00) A.M. and/or after the hour of seven o'clock (7:00) P.M. on all other days, except when required to take emergency remedial action in response to an act of God or other casualty loss.
