Any person making any excavation within any street, right of way or other public place shall refill the same and shall restore the surface to its condition before the excavation was made, as soon as possible, in accordance with the applicable sections for pavement patching in the "Standard Specifications For Road And Bridge Construction", Illinois department of transportation (IDOT), as amended from time to time.
