6-2-13: STREET DRAINAGE FACILITIES:
   A.   Cross Slopes: All ditches within any street or right of way shall be constructed and maintained in accordance with the provisions of title 9 of this code. Ditch surface treatment shall be seeded or sodded in accordance with the "Standard Specifications For Road And Bridge Construction" published by the Illinois department of transportation, and as amended from time to time (hereinafter "STSRB"). Any treatment other than turf must be approved by the village president, or his or her designee, in accordance with the applicable provisions of this title.
   B.   Hydraulic Capacities Of Ditches, Culverts And Storm Sewers: All ditches and appurtenances within any street or right of way shall be designed, constructed and maintained in accordance with the applicable provisions of title 9 of this code.
   C.   Alteration Of Ditches And Appurtenances: It shall be unlawful for any person to fill, excavate or otherwise alter drainage ditches and appurtenances without first having obtained a permit in accordance with this title. No posts, rocks or obstructions of any kind may exist in ditch areas within any street or right of way unless approved by the board of trustees. (Ord. 90-O-23, 10-16-1990)
   D.   Construction And Material Specifications Of Driveway Culverts:
      1.   Pipe Culvert Materials And Installation: All driveway culverts hereafter installed or replaced shall meet the requirements for storm sewers and pipe culverts as specified in section 9-5-3 of this code and shall be placed in accordance with an approved site development permit for the property in question.       2.   Maximum, Minimum Measurements: Culverts shall extend a minimum of one foot (1') beyond and on either side of the paved portion of the driveway. The cross slope over the culvert shall be no greater than three to one (3:1) unless an approved headwall is used. The maximum culvert length shall be forty feet (40'). The minimum internal diameter for driveway culverts shall be twelve inches (12").
      3.   Internal Diameter Size: The internal diameter size, the invert and pipe slope of any driveway culvert within any street or right of way shall be approved in advance by the village president, or his or her designee.
      4.   Curbing In Right Of Way: Curbing shall not be permitted in any street or right of way unless approved by the board of trustees and by the village president, or his or her designee. (Ord. 2002-O-05, 4-2-2002)
   E.   Private Facilities: Except as otherwise provided herein, it shall be unlawful to construct or to maintain any private underground or aboveground facilities for storm water, potable water supply, wastewater, irrigation, any private electrical or any other private facilities or improvements within any part of any street or right of way of the village, expect as may be specifically authorized by the board of trustees or their designee; provided, however, sump pump drainage may be constructed and maintained within a street or right of way if approved in advance by the village president, or his or her designee.
