No person shall engage in any work which involves the maintenance of ladders, scaffolds or any other equipment on or overhanging any street, right of way or other public place, or the use of any tools whatsoever on or over any such place, if a permit from the village is required for such work, without filing a certificate of insurance as required by this title.
