Any scaffold or ladder placed in such position that they overhang or can fall onto any street, right of way or other public place in the village shall be firmly and properly constructed and safeguarded and it shall be unlawful to place or leave any tool or article on any place in such a manner that the same can fall into any such street, right of way or other public place.
