As used in this title, "street(s)" or "right(s) of way" shall mean the entire width between the boundary lines or right of way lines of every way publicly maintained when any part thereof is open to the use of the public for the purposes of vehicular travel and shall include areas not yet publicly maintained which already have been offered for dedication as a public street or public right of way for which dedication has not yet been accepted.
