The village clerk is hereby authorized to issue a motor vehicle sticker to each resident and to each business or institution located within the village applying therefor for attachment to any and all motor vehicles, title to which is registered in the name of said resident or said business with the office of the secretary of state of Illinois, department of motor vehicles.
