4-2-2: REGISTRATION OF ALARM SYSTEM:
   A.   Registration With Sheriff: No alarm system shall be permitted, maintained or operated without first registering such alarm system with the sheriff. The respective alarm holder or holders of each alarm system shall register such alarm system with the sheriff prior to any operation thereof.
   B.   Liability For Alarm Service Failure: All registrants and all manufacturers and companies under contract to maintain receiving alarm equipment with facilities of the county, the fire district or the village shall be deemed to have agreed that the county and the village shall not be held liable for any alarm service failure and shall not be held liable for any consequential damages resulting from such failure. Further, such registrants, upon registering their alarm systems, also agree thereby that the village, the fire district and the county shall not be held liable for any damage that may result from the installation, maintenance or operation of the alarm system. Such installation, maintenance and operation being the sole responsibility of the alarm holder. Further, all alarm holders, by the act of obtaining issuance of a registration to them, shall be deemed to have agreed to all of the provisions of this chapter.
   C.   Indemnification: All applicants, by receiving a registration, agree to indemnify, defend and save harmless the village, the fire district and the county, their agents, servants and employees and the manufacturers and companies, if any, under contract or agreement to maintain the receiving alarm equipment in the village, the fire district and the county facilities, from all claims, demands, judgments, liability, costs and expenses that may arise, in any way, as a result or utilization of the alarm connection to the village, the fire district and the county facilities.
   D.   Installation Costs: All registrants agree that the village, the fire district, the county and equipment manufacturers and companies under contract to maintain receiving alarm equipment within the county facilities, shall not be liable for any costs or expenses of installation, maintenance of leased services or any other charge or fees for any alarm equipment leased or owned by the registrant.
   E.   Certification Of Alternate Power Source: All registrants at the time of making application for a registration must certify that they have a system of alarm maintenance available to them on a twenty four (24) hour basis and that an alternative power source is available to prevent false alarms due to any failure of power supplied by a utility company.
