2-2-14: INSPECTIONS:
   A.   General Inspections: Inspections by an authorized representative of the Village shall be conducted of the premises to be used for or in connection with the operation of a licensed business or occupation, other than a home occupation, prior to the issuance of such license pursuant to this chapter which inspection(s) are reasonably necessary to evidence or secure compliance with all applicable provisions of this chapter and of this Village Code and to identify any violations thereof, and it shall be the duty of the business licensee, or the duty of the owner of the premises and/or the person in charge of the premises to be inspected, to admit thereto for the purpose of making the inspection, any officer, employee or agent of the Village who is authorized or directed by the Village to perform such inspection(s) at any reasonable time that admission is requested.
   B.   Analysis: Whenever an analysis of any commodity or material used by, or used in conjunction with, or offered for sale by a business licensee is determined by the Village to be reasonably necessary to secure conformance with any Village ordinance provision or to identify any violations thereof, it shall be the duty of the holder of such business license to give sufficient samples of each such material or commodity to any authorized officer, employee, or agent of the Village requesting same for analysis thereof.
   C.   Failure To Comply: In addition to any other penalty which may be provided for in this Village Code, the Village President may revoke or decline to renew, or may suspend, the license of any business or occupation in the Village, licensed to operate pursuant to this chapter or pursuant to this Village Code, who or which refuses to permit any such authorized representative of the Village to perform such inspection or obtain samples of material(s) and/or commodity(ies) to complete the inspection, or take an adequate sample of the said material and/or commodity in order to perform or cause to be performed an analysis thereon, or who or which interferes with such authorized representative of the Village while in the performance of his or her duty in making such inspection; provided, however, that no business license shall be suspended or revoked for such cause unless written demand is made upon the business licensee or the person in charge of the premises, in the name of the Village, stating that such inspection or sample is requested.
