Upon the receipt of an application for a business license hereunder, the Village may cause an inspection of the premises where such business or occupation is or will be operated or investigation of the applicant for such business license before the issuance of such business license. The Village Clerk shall initially refer such application to such officer, agent or employee of the Village as designated by the Village President for making such investigation and/or inspection within ten (10) days of receipt of such application by the Village Clerk. The officer, agent or employee designated to make the investigation and/or inspection shall make a report thereon, favorable or otherwise, within ten (10) days after receiving the application or a copy thereof and provide such report to both the Village Clerk and the Village Administrator.
