A. All repairs on service pipes from the shutoff box to the building shall be made by and at the expense of the owners of the premises served or at the expense of the applicants for the service.
B. The village may, in case of an emergency, repair any service pipe, and if this is done the cost of such repair work shall be repaid to the village by the owner of the premises served or the applicant for the service within thirty (30) days after the village issues an invoice for the costs.
