The administrative officers of the City shall be the City Clerk, City Treasurer, City Assessor, and City Attorney, and such other additional administrative officers or Departments as may be created by ordinance. The Council shall appoint the administrative officers of the City within ninety (90) days of taking office and if action is not taken for such appointments, then the administrative officers of the City will be automatically reappointed and shall hold office at the pleasure of the Council. The Council shall, by resolution, set the salaries of the City administrative officers. The Council may by ordinance combine any administrative offices and departments in any manner that it deems necessary or advisable and shall prescribe the functions of each office and department and the duties, authority and responsibilities of the administrative officers.
