Section 4.25  Rights as to Property. 
The Council shall have the power to acquire for the City by purchase, gift, lease, construction or otherwise, either within or without its corporate limits, and either within or without the County of Oakland, private property for any public use or purpose within the scope of its powers, whether herein specifically mentioned or not, and shall have the power to maintain and operate the same to promote the public health, safety and welfare. The City shall not have the power to require private property by condemnation. No City real property shall be sold or otherwise disposed of except with the prior approval of the electors of the City by a three-fifths (3/5) vote at a regular or special election.
