For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
(a) “At large” shall mean off the premises of the owner and not under reasonable control.
(b) “Owner” shall mean every person having a right of property in the dog, every person who keeps or harbors the dog or has it in his or her care, and every person who permits the dog to remain on or about any premises he or she owns or occupies.
(c) “Reasonable control” shall mean, other than while on the owner's property, confined in a closed automobile, or confined in a pet carrier or crate designed for travel:
(1) That the dog is attached to a leash of such material that the leash is capable of and does restrain the type and size of dog to which it is attached, and
(2) That the leash is continuously held by a person who is reasonably able to and does restrain and prohibit the dog from being out of that person’s physical control.
