The disposition of sales and use tax revenues generated by the terms and provisions of this subchapter shall be used within the various budgets of the town, and the town shall be authorized to collect and spend all such revenues from such sales and use tax and any investment earnings thereon without regard to any spending, revenue-raising or other limitations contained within the Colorado Constitution Article X, § 20, such amounts to constitute voter-approved revenue and spending changes.
