The Board of Trustees of the town hereby finds, determines and declares that it is necessary for the development and growth of the town and its future additions, and for the purpose of promoting the general welfare, health, safety and prosperity of its citizens, as well as effecting economy and efficiency in governmental and administrative functions, including, among other things, adequate control of traffic; density of population; to promote safety from fire and other dangers; to effect wise and efficient expenditures of public funds; to set up adequate provisions for public utilities and other municipal services; and that an overall master plan should be provided, and a commission should be established for the administration thereof.
