No excavation work, or the backfilling thereof, or the laying of any water and/or sewer pipeline, or the traversing of the same, shall be done unless such is accomplished in full conformity with any and all applicable local, state or federal health or water and sewer regulations, such to include, but not limited to, conformity, if applicable, with the provisions of C.R.S. § 9-1.5-101 et seq.
