Any notice given by the town to an owner in pursuit of this chapter is deemed sufficient if sent by either:
(A) First-class mail to the address provided by the owner or responsible agent designated on the owner's most recent license or renewal application.
(B) Electronic mail, if the owner provides an electronic address and indicates as the preferred method of notification on the owner's most recent license or renewal application.
