§ 113.03 LICENSE ISSUANCE.
   (A)   The Town Clerk shall issue a contractor’s license to persons who, pursuant to answers on a license application form, represent to be fit, competent and qualified to engage in the business of a contractor, but only after the application form has been presented to, reviewed by and found to be acceptable by the Town Building Inspector. An applicant for a contractor’s license shall furnish evidence that he or she has had at least one year of practical experience as a contractor, such evidence to consist, but not necessarily limited to, references to which inquiries can be directed for the purpose of ascertaining with a greater degree of certainty that the applicant for a license does possess the fitness, competence, qualification and practical experience to hold himself or herself out as a contractor. The Town Clerk may, if it appears that further inquiry is necessary, withhold the issuance of a license for a period not to exceed ten days during which the Town Clerk shall conduct such investigations as are necessary and advisable to ascertain the applicant’s fitness and competence.
   (B)   The town shall require as a condition precedent to the issuance of a license to such applicant that the applicant furnish evidence of his or her compliance with the applicable worker’s compensation and unemployment compensation laws of the state.
   (C)   An applicant for a contractor’s license under this chapter shall file a application on forms prepared and furnished by the Town Clerk and pay therewith the license fee.
   (D)   Once a license has been issued, no contractor shall perform for any person any private contract work within the incorporated limits of the town without first obtaining from the Town Clerk a work permit, and without first complying with all other town ordinances or regulations with respect thereto, including, but limited to, compliance with the town’s Uniform Building Code, zoning ordinance and all other ordinances, regulations and statutes, whether local, state or federal, of a similar nature applicable thereto. The provisions of this division (D) shall apply on a contract-by-contract basis.
