The purpose of this chapter is to require the licensing and regulation of peddlers, solicitors and transient merchants desiring to conduct business within the incorporated limits of the town and to provide the town with necessary information concerning the activities of businesses in order to protect the property, health, welfare, peace or safety of its citizens, inhabitants and visitors.
