Any licensee may surrender the license by delivering it to the Town Clerk and licenses with a written notice of its surrender, but such surrender shall not affect the civil or criminal liability for acts committed prior thereto, nor entitle the licensee to a refund of the license fee for a remaining portion of the licensing year.
