(A) (1) (a) Spruce Street from First Street to Fourth Street in the town is hereby designated as a through street. Signs bearing the word “stop” shall be placed in the center or at the side of all streets crossing such through street at or within 30 feet of their intersection with such through street.
(b) The driver of any vehicle on any such cross street where such signs are in place shall come to a full stop before driving upon such through street, either for the purpose of turning into or of crossing the same.
(2) The Board of Trustees of the town at any time hereafter may designate any other street, or part of a street, in the town as a through street by resolution adopted at any meeting of said Board and when “stop” signs shall be placed on streets crossing such through street or streets the drivers of vehicles upon such cross streets shall be governed by the same regulations as are set forth in division (A)(1) above for drivers on streets crossing Spruce Street.
(3) No person shall intentionally injure, deface, remove or destroy any “stop” sign or other sign erected by authority of the Board of Trustees of the town on any streets or sidewalks of said town for the purpose of regulating traffic.
(4) Any person who shall violate any provision of this division (A) shall on conviction thereof be fined not less than $1, nor more than $25 for each offense.
(B) (1) Portions of the streets constituting the right-of-way of State Highway No 17, when constructed and improved, shall remain through streets; the Board of Trustees acknowledges the right of the State Department of Highways to place signs and warnings at points selected by the Department for the purpose of informing the traveling public that the portions of the streets are through streets and for the purpose of requiring such stops and speeds and other traffic controls as may be necessary to protect the traveling public in the use of said portions of the streets. No commercial activity or encroachment shall be permitted within the right-of-way boundaries of said streets.
(2) On no portion of any state highway or connecting link within the said town shall any person violate any of the provisions of C.R.S. Title 42, nor any of the laws amending the same, or any of the rules or regulations issued in pursuance thereof.
(3) Every person convicted of any violation of this division (B) shall be punished by a fine of not less than $10 nor more than $100.
(C) When official signs are erected giving notice thereof, drivers of vehicles shall stop or yield as required by said signs at every intersection before entering any of the following streets or parts of streets.
