Pursuant to and in accordance with the Act, the Enterprise shall be excluded from the provisions of the amendment, and shall be entitled to impose rates, fees, tolls and charges; collect and spend revenues; issue revenue bonds; and construct, operate and maintain facilities and provide water services; all without reference or regard to the limitations contained in the amendment.
