All votes cast by City Council members relating to ordinances and resolutions shall be by “roll call” vote, with each Council member verbally stating they are voting for, against or abstaining from the vote. Any votes relating to ordinances and resolutions taken by voice, show of the hands or by any other method other than roll call vote, shall effectively make said vote null and void.
