(A) This chapter shall be administered by the electrical inspector employed by the County Fiscal Court subject to the supervision and advice of the County Fiscal Court. The electrical inspector shall establish a public office and a telephone number approved by the County Fiscal Court.
(B) The electrical inspector is hereby empowered to disconnect or order the discontinuance of electrical service to any electrical work or conductors found to be in a dangerous or unsafe condition or to have been installed without a permit, or not in compliance with the code. At the time of discontinuing electrical service, the electrical inspector shall attach a notice to the electrical work involved, stating the reason for discontinuance of electrical service to the electrical work, and it shall be unlawful for any person to remove the notice or reconnect service to the electrical work until the electrical work is placed in a safe and secure condition and approved by the electrical inspector.
(C) Whenever the electrical inspector shall have cause to suspect, upon receipt of any citizen’s written complaint, or his or her own investigation, that any defect exists in any electrical system located on any property within the city which is subject to the provisions of this chapter, he or she may demand entry during reasonable hours and after reasonable notice to the owner or occupant of the property, upon displaying his or her identification as electrical inspector, for the purpose of discharging his or her official duties which include the inspection or testing of any electrical installation. If the electrical inspector determines that defects do exist in the electrical service to any property, he or she shall have the power to order such remedies as are required to cure the defects even to the extent of discontinuing electrical service to the property. If the owner or occupant refuses to admit the electrical inspector or hinders or interferes with him or her in any manner, the electrical inspector shall have the power to order the discontinuance of electrical service to the building or premises involved.
