(A) It shall be unlawful for any person to post up or cause to be posted within the city any obscene picture, sign, painting, notice, poster or advertisement, or any obscene device or contrivance.
(B) Any obscene picture, sign, painting, notice, poster, advertisement or any obscene device or contrivance posted in violation of this section shall be summarily removed by the Chief of Police or his or her or her designee.
(C) Material is obscene when the average person, applying contemporary community standards, would find that the work taken as a whole, appeals to the prurient interest; the work depicts or describes, in a patently offensive way, sexual conduct specifically defined by applicable law; and the work, taken as a whole, lacks serious literary, artistic, political or scientific value.
