Every merchant engaged in the business of buying and selling precious metals, jewels and gems within the limits of the city shall prior to the beginning of operation pay a minimum annual license fee of $50, receiving therefor a certificate or badge bearing an adequate identification of the person. The license shall be in form prescribed by the County Zoning Administrator. No license shall be transferable nor shall such license authorize the activities licensed by any person other than the person to whom it is issued.
