§ 110.02 LICENSE APPLICATION REQUIRED.
   (A)   Every person and business entity engaged in any business in the city shall be required to apply for and obtain a business license from the city before the commencement of business or in the event of a change of business status.
   (B)   A stop work order may be issued by a Code Enforcement Officer with any citation for a violation and all business activities that are alleged to be in furtherance of violations must cease upon the issuance of the stop work order.
   (C)   If a civil action is filed to collect an imposed fine and/or interest, or to enforce a stop work order, then attorney fees or legal costs incurred by the city shall be recovered from the violator and awarded to the city by the court.
   (D)   Licensees are required to notify the city of any changes in address, the cessation of business or any other changes that render the information supplied to the city in the license application, inaccurate.
   (E)   Exemptions.
      (1)   In conformity with the law of the Commonwealth, the burden of proving entitlement to an exemption is on the party claiming an exemption to demonstrate his, her or its entitlement to the exemption. Exemptions from taxation are generally disfavored and all doubts are resolved against an exemption. Some nonresident persons and businesses may be exempt from this tax. It is the burden of a nonresident person to prove that he, she or it is entitled to an exemption.
      (2)   If a nonresident claims an exemption, that must be shown by demonstrating in an affidavit that he, she or it has an isolated and infrequent connection to the city for business.
