(A) All nonelected city offices shall be created by ordinance which shall specify:
(1) Title of office;
(2) Powers and duties of office;
(3) Oath of office;
(4) Bond, if required; and
(5) Compensation, which may be specifically established or set by reference to another ordinance in which the compensation is specifically established.
(B) The appointed term of all nonelected officers, with the exception of police officers, shall be the same as that of the City Council appointing or approving their respective appointments. Police officers shall not be governed by terms of office but by the “at will” rules of employment governing employees in the Commonwealth of Kentucky and by the personnel policies and any applicable statutes.
(C) All nonelected officers may be removed by the Mayor at will unless otherwise provided by statute or ordinance.
(D) The following are nonelected city offices:
(1) City Clerk;
(2) Deputy Clerk;
(3) Treasurer/Bookkeeper;
(4) Chief of Police;
(5) Deputy Chief;
(6) Police Officer;
(7) City Attorney;
(8) Code Enforcement Officer; and
(9) Human Resources Director.
(E) Any appointment made by the Mayor for any position shall follow the guidelines below.
(1) The name of the nominee must be given ten days prior to any meeting of the City Council.
(2) A resume or letter of interest must accompany the nomination, and be distributed to each member of the City Council.
(3) The Council shall consider this nomination, and may contact the nominee to interview them regarding his or her interest in the position.
(4) A vote shall be held regarding the appointment nomination at the next regularly scheduled meeting of the City Council, after which the nominee was first recommended by the Mayor.
