If the property owner or his or her authorized agent fails to obtain the inspection by the Director of Public Works or fails to install the culvert designated on the permit after the inspection, the city may, at its discretion, install the culvert at the owner’s expense and place a lien on the property for the cost of the installation, or may petition the Code Enforcement Board to require the installation of the culvert in conformity with this subchapter and impose a fine.
