(A) No person shall plant any tree or shrubbery on any public right-of-way which interferes with the free and unobstructed use, construction or maintenance of the streets and sidewalks or which constitutes an obstruction to drainage.
(B) The owners and occupants of property or lots abutting on public rights-of-way shall be responsible for trimming and otherwise maintaining or removing the trees and shrubbery located thereon to prevent any interference with the use, construction or maintenance of the streets and sidewalks or any obstruction to drainage.
